Pi attenuator take the place of isolator? if do ,how about the performance?

I'm hard-pressed to come up with a situation where that would make sense.
In a receiver, that would give a 30 dB noise figure: terrible!
In a transmitter, that would reduce the power output 30 dB: what a waste!
