program, GPS location and laser rangefinder. Field verify path obstructions, critical
points, antenna heights, tree heights and prepare path survey report.

Cingular Wireless (contractor) - Birmingham, Al and Paramus, NJ Mar '05 to Sept 07

Program Manager-Birmingham Managed team of RF Engineers and drive testers that
optimized in real time the market launch of approx 350 dual banding Nokia 850 sites.
Managed drive test program, set schedules, and successfully coordinated between vendors,
customer and our team.
Successfully developed, managed and implemented an intensive 2 week project to
analysis and design RF antenna systems for over 300 wireless cell sites. Developed
procedures and contract deliverables, met tight customer deadlines. Negotiated the
design criteria and product pricing.

Program Manager – Paramus, NJ Managed decommissioning of 7 TDMA switches in the
NYC market. Managed the rationalization program for the NYC/NNJ region. Interfaced
daily with customer management team and contractor (Alcatel-Lucent)

RF Engineer – Birmingham Perform RF antenna system design and performance tuning
on the network. Specify antennas, diplexers, TMA's, coax, etc. Issued dual-band
and single-band RFDS. Use Nokia netDoctor to analysis network performance and
modify switch database. Test TRXs, activate expansion channels, verify and correct
network synchronization. Performed drive tests using Ericsson TEMS equipment for
network BSC re-homes.

spectrum interference issues. Negotiated extensively with customer over technical
network requirements. Resident in Jakarta for project duration. Project cost in
excess of 250M.

Directed the operations and financial management of a WLL services portion of new
basic service provider in the State of Maharashta for Hughes Telesys, out of
Bombay, India. Hired and managed staff of RF engineers, contracted and negotiated
with civil construction vendors to consistently deliver working wireless sites
into the network on schedule. Reported to customer on daily basis. Resident in
Bombay for project duration. Project cost in excess of 400M.

Managed the daily operations of the ground segment portion of the mobile satellite
program for Thuraya Mobile Satellite Systems of Dubai, UAE. Responsible for NSS,
GS Mobile, IT, and billing system development and delivery. Present weekly progress
reports to primary ivestors and customer. Resident in Dubai for project duration.
Developed 24/7 operations plans. Developed and implemented operations on-the-job
training program. Reduced operating costs. Project cost in excess of 1B.


INTERNATIONAL SATELLITE COMMUNICATIONS CO., INC. - Reston, VA 1993 to 1994
Oversaw the start-up and daily operations of this company with a mission to
develop an international satellite teleport. Wrote business plan that
secured project funding. Selected and negotiated real estate contracts to
house teleport. Marketed both primary and secondary clients. Complied with
local, state, and federal regulations regarding radiation limits in an
urban environment. Performed spectrum clearing, interference resolution,
and RSL calculations.
