1999-2006: Procurement Mission to the U.S.A., Israeli Ministry of Defense; NYC, NY
Title: Procurement Manager
Responsibilities: Integral role in every phase of aircraft procurement projects from
initiation to completion; oversight of the procurement of military and commercial aircraft,
parts, and services; collaboration with all military branches of the Israeli and U.S.
governments (DoD, Department of Defense; DCMA, Defense Contract Management
Agency; DSCA, Defense Security Cooperation Agency)

Preparation and Management of Procurement Contracts and Budgets
• Management of multi-corporate contracts
• Experience with negotiating and managing multiple types of contracts
and agreements. Contracts: firm-fixed-price (FFP); incentive contracts;
indefinite-delivery indefinite-quantity (IDIQ); time-and-materials (T&M);
just in time (JIT). Agreements: basic ordering agreements (BOA);
letter of intent (LOI); industrial cooperation agreements (ICA);
memorandum of understanding (MOU).
• Lead negotiator for contracts, leading to cost reduction and improved quality
• Foreign Military Sale and Direct Commercial Sale contracting
• Management of multiple budgets, with several approaching hundreds of
millions of US dollars

Procurement Logistics and Regulations and Vendor Management
• Experience with developing and managing integrated logistic support (ILS)
and performance-based logistics (PBL) for maintenance, repair, and
operations (MRO) programs
• Experience with strategic sourcing to identify vendors
• Vendor management – Performance, Delivery, Quality, Billing.
• Supervised and coached team of professional buyers
• Knowledge of federal procurement regulations: Federal Acquisition

• Principal advisor to Mr. Sheetrit in his role as a Member of Knesset
