Very simple, take the ad8302 from analog devices,
and you are almost done.
Add a directional coupler,
a Rf signal source and thats it.
For more details
see the ad8302 datasheet.
Maybe u would like
to order the evaluation board...

hi all,
is there a user group for the ad8302
anywhere ?
i bought the eval bd from analog devices
and use
it often. and want to visit with other
users
the closest thing i have found is a yahoo
group
that uses the 8302 with a 9851 dds and
some s/w

Unfortunately, the AD8302 method of measuring phase
is not very accurate near the match ( 0 degree and
180 degree). Also, it works best with signals that
are both nearly the same. So you need a lot of ways
to contrive this, and to keep account of attenuators
and gains.
I am sure it can be useful, especially
in transmitter monitoring and in control loops,
and even to be the heart of a cheaper network analyser,
but I am thinking that real industry network analysers
are unaffordable to guys like me for a reason.
